Executive Management Team
John Sernulka—President and CEO

Mr. Sernulka received his Bachelor of Science degree in Business Administration in 1973 from Youngstown State University, and his Master of Business Administration and Master of Healthcare Administration from George Washington University in 1981. He began his health care management career in 1976 as the Assistant Controller for Finance at North Arundel Hospital in Glen Burnie, Maryland. Later he became the Assistant Director of Operations at North Arundel Hospital.

Mr. Sernulka joined the Carroll Hospital Center team in 1989. During his years at the Hospital, the organization has experienced significant growth in facilities, programs and services, market share and community support.
 
He is a member of the American College of Healthcare Executives and has served on various task forces of the Maryland Hospital Association (MHA). In addition, Mr. Sernulka is Chairman of the Board of Directors for the Partnership for a Healthier Carroll County, Inc.
 

Kevin Kelbly—Chief Financial Officer/Senior Vice President of Corporate and Fiscal Affairs

Mr. Kelbly received his Bachelor of Science in Business Administration in 1981 from the College of William and Mary and his Master of Administrative Science in 1990 from The Johns Hopkins University. While Mr. Kelbly no longer practices accounting, he passed his C.P.A. exam in 1981.

Mr. Kelbly began his health care management career in 1983 as Audit Manager of the Specialty Hospital Group of National Medical Enterprises. In 1986, he moved to Montgomery General Hospital in Olney, Maryland, where he served in the capacity of Controller. Mr. Kelbly joined Carroll Hospital Center in July 1990 as Vice President of Finance.

Outside of his responsibilities with Carroll Hospital Center, he serves on a number of committees of the Maryland Hospital Association (MHA). In addition to chairing MHA's Technical Issues Task Force, he serves on the Council for Financial Policy, the Quality-Based Reimbursement Work Group and previously on the Payment Level Task Force. Mr. Kelbly also is a member of the Healthcare Financial Management Association (HFMA) and serves on the board of the Maryland Chapter of HFMA. Additionally, Mr. Kelbly serves on the boards of the Historical Society of Carroll County and the Carroll County Economic Development Commission.
 

Leslie Simmons, R.N., B.S.N., M.A.—Chief Operating Officer and Senior Vice President
 
Ms. Simmons joined the Carroll Hospital Center team in October 2000, as Vice President of Patient Care Services and shortly thereafter became the Senior Vice President of Patient Care Services. She has 23 years of experience as a nurse, much of which was obtained in critical care and emergency medicine, and 18 years progressive management experience.

Ms. Simmons earned her Associate degree in Nursing from Anne Arundel Community College & both her Bachelor of Science in Nursing & Master of Management Administration from the College of Notre Dame of MD.

Ms. Simmons serves as the President of the Maryland Organization of Nurse Executives and is a member of the American Organization of Nurse Executives. She is the Chair of the Maryland Hospital Association’s Nursing Faculty Shortage Taskforce and Vice Chair of the Maryland Hospital Association’s Clinical and Quality Council. Ms. Simmons also served a five-year term as Commissioner on the Governor’s Taskforce for the Nursing Commission.
 

Kevin Smothers, M.D.—Chief Medical Officer/Senior Vice President of Medical Affairs

Dr. Smothers is the Chief Medical Officer and Senior Vice President of Medical Affairs at Carroll Hospital Center. He is the primary liaison between the medical staff, clinical leadership and administrative team to improve customer service and clinical quality and patient safety.
 
Dr. Smothers was the Medical Director of the Medicine Service Line at Franklin Square Hospital Center a large, teaching-community hospital in Baltimore. There he was responsible for strategic and operational planning for all emergency and inpatient adult medical care and supervised many quality and safety initiatives at Franklin.
 
He earned his undergraduate degree at Brown University and medical degree at Stony Brook School of Medicine. He completed his internal medicine training at University of California, San Francisco Mt. Zion Health Medical Center and is board certified in internal and emergency medicine. He was a former Associate Chair of Emergency Medicine at New York University Bellevue Medical Centers in New York, N.Y. and Chair of Emergency Medicine at Greenwich Hospital in Connecticut. He is an active member of many professional and community organizations and a Fellow of the American College of Emergency Physicians.
 

Tracey Ellison—Vice President of Human Resources
 
Since joining Carroll Hospital Center in 2007, Tracey Ellison has played a key role in achieving some of the lowest vacancy and turnover rates in the hospital's history. In June 2008, Ellison was promoted to Vice President of Human Resources and is responsible for developing and implementing key workforce programs, policies and strategies for the hospital. 
 
Ellison previously served as the Director of Employee Services for Lifebridge Health, where she focused on recruitment, retention, employee engagement, employee recognition, workforce development, performance management, goal setting and operational efficiency.
 

David Horn—Vice President of Marketing and  Business Development 

Mr. Horn received his Bachelor of Science in Allied Health Administration from the University of Cincinnati, and his Master of Science in Hospital Administration from the University of North Carolina at Chapel Hill.

He started his health care career in the United States Navy as a Medical Service Corp Officer. Mr. Horn then moved on to become the director of business development for Children’s Health Network. In 1997, he became part of the Carroll Hospital Center executive team. Mr. Horn is a Diplomat with the American College of Healthcare Executives.
 

Ellen Finnerty Myers—Vice President of Development

Ms. Myers received her bachelor's degree in marketing from the Rochester Institute of Technology in 1988. She has nearly 20 years of progressive experience in the fundraising profession starting with Director of the Annual Fund for the Syracuse Opera Company. She expanded her skills at the University of Maryland (Baltimore) as Director of Annual Giving for the School of Pharmacy and Department of Physical Therapy. She was later promoted to Director of Development and Public Affairs for the National Museum of Dentistry on the University of Maryland Baltimore campus. 

She joined the Carroll Hospital Center team in fall 2000, from Suburban Hospital in Bethesda, Maryland, where she was Director of Development. She has a proven track record that includes planning and management of a more than $50 million in capital campaign support for Maryland charities.
 
Ms. Myers is  a member of the Association for Healthcare Professionals (AHP) and the Association for Fundraising Professionals (AFP).  She is an active member of the Carroll County Chamber of Commerce where she served as the 2007 Chair of the Board of Directors. She is married with four children.
 

 Dan PerunovichVice President of Physician Enterprises 
 
Joining Carroll Hospital Center in November 2009 with more than 15 years of health care industry experience, Mr. Perunovich coordinates all services for hospital-affiliated physicians, including recruitment efforts and the expansion of physician practices.

 

Mr. Perunovich previously served as part of the project management team at CareFirst BlueCross BlueShield. He was director of operations at Saint Agnes Hospital and also served as a consultant with TSG & Associates, Inc., a health care management consulting firm. Perunovich holds a bachelor’s degree in Labor and Industrial Relations from McGill University, in Montreal, Canada.
 

Joyce Romans—Vice President of Quality, Risk and Compliance

Ms. Romans received her master's degree in Business Administration from Hood College along with multiple professional certifications. She has comprehensive experience in health care management, including quality, risk assessment and compliance. Romans previously served as the National Managed Care Practice Leader, Healthcare Client Executive and Client Advisor for Marsh USA, Inc. Prior to Marsh, she served as the Corporate Risk Manger for CareFirst BlueCross BlueShield.
 
In this role Romans will provide executive leadership for the areas of performance improvement, risk management, safety, organization-wide risk assessment and corporate insurances.
 

Cris Coleman—Assistant Vice President of Finance

 
 
With 20 years of experience in financial services at Carroll Hospital Center, Coleman has become essential in the corporate and fiscal affairs of the hospital and its affiliates. As assistant vice president, Coleman oversees the financial aspects of the organization such as accounting, financial reporting, budget and capital planning, rates and reimbursements, as well as asset and liability management. 
 
 
 

Kim Moreau—Assistant Vice President of Information Systems (I.S.)
 
 
An associate since 1988, Moreau worked in the lab and as a clinical analyst before being appointed director of I.S. in 2004. Under her leadership, the I.S. department has continuously grown and expanded its function to effectively meet the ever-growing demand for IT systems. As assistant vice president, Moreau sets strategic direction for IT initiatives for the hospital while overseeing the information systems, telecommunications and biomedical departments. 
 
 

Stephanie Reid, R.N., B.S.N.—Assistant Vice President of Nursing

Ms. Reid joined the Carroll Hospital Center family in 1992 as a Shift Coordinator, later serving as the Staffing Manager and Director of Medical-Surgical Units. In 2004, Ms. Reid was named the Director of Inpatient Services. As Assistant Vice President of Nursing, Ms. Reid will oversee all inpatient units as in the past and add oversight of infection control, behavioral health services, pediatrics and The Family Birthplace. She has been a Registered Nurse for 29 years.

Ms. Reid earned her Associate degree in Nursing from Howard Community College and her Bachelor of Science in Nursing from the College of Notre Dame in Maryland. She also has a Master in Business Administration in Healthcare Management from Baker College.

Ms. Reid is a member of the Maryland Organization of Nurse Executives, Maryland Nursing Workforce Commission and the American College of Surgeons, Commission on Cancer.
 

Laura Resh—Assistant Vice President of Business Development
 
In this role, Resh seeks growth opportunities for the hospital, which includes expanding hospital services, developing satellite offices and strategic planning for current and future business ventures. She also is responsible for managed care contracting and relations. Resh has worked at the hospital for 10 years and during that time has demonstrated exceptional leadership, playing a crucial role in advancing the hospital's policies and programs.
 

Robert White—Assistant Vice President of Support Services 
 
 As assistant vice president, White oversees the environmental services, food services and transporters. In addition, White is responsible for supply chain management, sterile processing and distribution and campus security. White joined Carroll Hospital Center in 2004 as the director of supply chain management and took on campus security in February 2007. As director, his skill and ingenuity has helped increase efficiency and productivity within the departments he managed.
